If your dashboard says everything is good to go, or you resolved the issues listed and still can't run ads through ActionSprout, you'll want to check your own authorization to run ads for this account.

If you still can't place ads through ActionSprout. Try promoting something directly through Facebook. If you can't advertise directly through Facebook, you won't be able to with ActionSprout. If this is the case, you'll need to figure it out on the Facebook side of things first. Reaching out to Facebook ad support is the place to start.
If you have done all of this, and still can't run ads through ActionSprout, please let us know at email@example.com and we'll be happy to further assist.
